SBA Unlocks $5.3 Billion in Capital For Small Businesses

WASHINGTON, D.C. — November 22, 2025

The U.S. Small Business Administration (SBA) today announced the full resumption of its loan programs following the conclusion of the recent federal government shutdown, unlocking more than $5.3 billion in capital for America’s small businesses.

The 43-day shutdown temporarily halted approvals for SBA’s flagship 7(a) and 504 loan programs, leaving over 10,000 small business owners without access to critical financing. With operations now restored, the SBA is moving swiftly to process applications and deliver funds that will support hiring, expansion, and operational stability across Main Street.


During fiscal year 2025, SBA guaranteed a record 84,400 loans totaling $45 billion, reflecting historic demand for small business capital amid strong economic conditions. The agency emphasized that the resumption of lending will help restore momentum for entrepreneurs who rely on SBA-backed financing to fuel growth.

“Small businesses are the backbone of our economy, and their access to capital cannot be interrupted,” said SBA Administrator Kelly Loeffler. “We are committed to ensuring that every eligible entrepreneur receives the support they need to thrive, especially after the disruption caused by the shutdown.”

The SBA’s loan programs provide federally guaranteed financing that enables small businesses to secure funding for payroll, equipment, real estate, and expansion projects. With the reopening of the government, lenders and borrowers can once again move forward with confidence.
